  • Obituary Image - JOLLY, Joan Deborah (Deb), Reg. No. 1744

JOLLY, Joan Deborah (Deb), Reg. No. 1744

    SERVING EPS MEMBER HAS PASSED:

    JOLLY,
    Joan Deborah “Debbie” March 31, 1962 - May 15, 2020 Reg. No. 1744

Joan Deborah (Deb) Jolly, age 58, of Edmonton, Alberta, passed away on Friday May 15, 2020 after a 4 month illness. Debbie is survived by her big sister; Kim (Bern) Miles and husband; Frank, and by brother; David and his partner; Howard. Debbie is predeceased by her father; Peter Jolly, mother; Kay Jolly (Boland).

Debbie led a storied life, certainly a life of consequence. A proud member of the Edmonton Police service for over 30 Years, Deb can count among her achievements, United Nations Peace Keeper in East Timor, researcher of the Restorative Justice courts in Rwanda following the genocide, and working tirelessly to earn a graduate degree at Royal Roads University at the same time. Deb was born in the original Edmonton, in London, England. At age 4 her family immigrated to Canada. After living a year in Montreal, the family settled in Edmonton, Alberta. Throughout her years, Debbie would find her outlet in sport and athletics. After graduating from Ross Sheppard High School, Debbie would spend many years working for Wardair Airlines. As her siblings we were endlessly envious of Deb’s weekend trips to London’s Westend or a sunny beach at Waikiki. But fate intervenes as it will. Following a break-in at our house, the investigating officer was so impressed with Deb’s statement that he invited Deb to apply to EPS. The rest of the story, filled with challenge, heartbreak, friendship, and success, is as they say, history. Moreover, Debbie was to her parents and siblings a loyal, caring and devoted person. This
cannot be understated, and we are forever grateful to have had you in our lives. We shall save a place at the dinner table or in front of the fire. Following Debbie’s wishes, there will be no service in the immediate future. However, if in future we may safely come together, we will hold a memorial for Deb.
Should you wish to make a donation in memory of Debbie Jolly, please consider the Edmonton Humane Society or the Youth Emergency Shelter Society of Edmonton.

Debbie Jolly became a member of the EPS on August 20th, 1990 when she joined RTC #78. Her first 5 years were spent in West Division Patrol. Later assignments were to Police Selection/Employment Unit and Downtown Division Patrol from where she also did a stint in Vice Detail. She was promoted to Sergeant in Downtown Division. In 2003/4 she subsequently volunteered for a United Nations Police Keeping Mission in East Timor. After her Peacekeeping experience she changed rank to Detective in Sexual Assault Section. In 2006, Deb took a leave without pay. She was later assigned to Arrest Processing Unit and from there was promoted to Staff Sergeant in Southeast Division. Later assignments included Sexual Assault Section and IMAC Branch where she was promoted to Inspector in 2012. Promotion to Superintendent in Southeast Division came in 2014 and she later moved to Criminal Investigations Division. Debbie was Chief of Staff in the Office at the time of her passing on May 15th, 2020.

STEWART, William H. (Bill), Reg. No.113

We are saddened to share the news that Bill Stewart passed away in his sleep on Saturday, May 2nd. He was 98 years and 3 days old. He spent his last 4 weeks at the Rivercrest Care Center in Fort Saskatchewan. Cremation has already taken place.

Bill joined the Royal Ulster Constabulary (RUC) on October 21st, 1943 and resigned on November 6th, 1952 after being recruited with several other RUC members by the Edmonton Police Dept. They travelled by boat on the Cunard ship Franconia arriving in Edmonton approximately 2 weeks later. He commenced with the Edmonton Police Department on November 24th, 1952 and retired on November 27th, 1979. He was then appointed Chief Licencing Officer with AGLC then after a few years he and retired Staff Sergeant Earl Fladager opened their own venture as Alberta Gaming Consultants. During this time he also served on the National Parole Board conducting hearings in federal penitentiaries in the western provinces and received his Honorary Doctor of Laws degree from the University of Alberta.

In the late 1950's, Bill's Reg. No. was 113. This may have been changed as reg. Nos. were routinely updated until around 1975 when the last renumbering was done. Later in his service, Bill was promoted to Superintendent and, in his era, senior officers were not identified by Reg. No.

Whilst EPS Human Resources could not locate Bill's work history, we know from the photograph above that he was I/c Criminal Investigation Division in 1979.
